This paper intends to consider the plan to colonise the Sicilian land-owning zones (the domains of ‘capitalistic land-owners’) and, in particular, the construction of small rural towns between 1939 and 1943 realised through the work of the Agency for the Colonisation of Sicilian Land-owners Zones. My main interest is not so much in the history of Fascist politics as in the connection between the plans to transform the rural landscape and the debate on the theory of development after the War. In other words, I have analysed the history of the planning and the realization of this programme as a contribution to an interpretation of the territorial cohesion policy and the relevance of the relationship between its effectiveness and political decision making. In particular, I have examined the evolution of territorial planning in the sense that there has been a continuation from the Fascist land reclamation laws to the agrarian reforms of the 1950s and regional planning.
