Riforme e rivoluzioni in Cesare Balbo.

Exponent of the liberal moderatism, Cesare Balbo’s priority objective is, more than freedom, the national independence, that he considers should be done not by conspiracies or plots, but through the union of all the moderate forces in the Country. By the formation of radical, democratic, socialist movements, the choice of the means to be adopted - reforms or revolutions - becomes a matter of a particular political significance, to which Balbo devotes many writings both before and after 1848. In them, he supports the thesis that the change of the States should be the result not of a sudden and violent action, but of a gradual and moderate process by means of legitimate sovereigns. Similarly firm it is the belief that only the representative monarchy, by a serious reformist policy, may prevent the revolutions or avoid their transformation into despotic and ty-rannical phenomena, assure the internal freedom and to realize peaceful and legal revolu-tions.
