The 1920 local elections were held under the majority list system. The keeping of this electoral system induced the various components of Italian liberalism to unite in a Constitutional Bloc as an antisocialist function. The popular party followed, with some difficulty, the directions of Secretary Sturzo, who chose the line of electoral intransigence by presenting autonomous lists, except for a few cases. The socialist party, divided among the various currents that would challenge each other at the Livorno Congress, faced the electoral competition under the banner of the “revolutionary conquest” of municipalities and provinces. Mussolini, while not officially engaging the Fascist in the elections, influenced the political propaganda of the Blocs, using the squads as the Blocs’ “armed guard”.
