La democrazia rappresentativa nell’UE e l’opinione pubblica europea. Problemi e prospettive.

The essay starts from the insufficiencies of the provisions of European treaties for the model of representative democracy, concerning which the same treaties say that “the Union is founded on democracy” and “the functioning of the Union is founded on representative democracy”. It also underlines the weight of intergovernmental Europe and the limits of common foreign and security policy. Then the paper considers the impact of the economic crisis on the European institutional system and the EMU; and, continuing, it examines the pandemic crisis and underlines the different ways, in which the Union and the Member States reacted to the pandemic crisis, compared to the previous response to the economic crisis. Thanks to this behavior change in the EU, the model of representative democracy could be strengthened by a review of European treaties, in light of the results of the Conference on the future of Europe.

Il saggio muove dalle insufficienze delle disposizioni dei Trattati europei rispetto al modello della democrazia rappresentativa, rispetto al quale gli stessi Trattati affermano che “l’Unione si fonda sulla democrazia” e il suo funzionamento sulla “democrazia rappresentativa”. Sottolinea, altresì, il peso dell’Europa intergovernativa e i limiti della politica estera e di sicurezza comune. Considera poi l’impatto della crisi economica sul sistema istituzionale europeo e sull’UEM e, continuando, prende in esame la crisi pandemica e sottolinea il diverso modo in cui l’Unione e gli Stati membri hanno reagito alla crisi pandemica, rispetto alla precedente crisi economica. Da questo punto di vista il modello della democrazia rappresentativa potrebbe essere rafforzato da una revisione dei Trattati europei, alla luce delle risultanze della Conferenza sul futuro dell’Europa.
