This paper points out the different dimensions of the Italian civil emergency system. It is difficult to draw unambiguous conclusions from the evidence collected in this work. It is possible to capture at least four dimensions of analysis for which to focalize possible problems to be further studied. The first dimension is the bureaucratic one. The second dimension of analysis pertains to the inter-modality operations and rescue training. Third interesting dimension of analysis may be to consider the multitude of players potentially involved in an operation as part of systemic resilience. The fourth and final dimension investigated is linked to the international scenario. In the Adriatic sea, as far as we known, yet there are no shared protocols for emergency situations involving two or more states. It is, at last, necessary to continue on the path of the Adriatic-Ionian Initiative, leading to the constitution of permanent cooperative board. It should be important, even through the qualified departments of the respective ministries for foreign affairs to investigate about the agreement and the possible development for operational protocols for use as seen in this work.
