This paper, concerning project financing initiatives, focuses on the operational management of the SPV (special purpose vehicle), trying to identify the couple with commercial burst and management attention as a sort of strategic and operative flywheel for the functioning of project financing solutions. Thus, the public utility work, as the same public work, must not be bound to a merely institutional perspective, if this should mean tired bureaucracy, entrepreneurial immobility and consequent economic stagnation (from a proactive point of view).
