In the studies and discussions on the southern areas of Italy the term ‘rural colonisation’ has only recently come into current use to compare it to the urbanization of the coastal areas where much greater changes have taken place. This imposition is based on a false comparison between cities/progress and country/backwardness. The inner areas are where the traditional character of southern peasant life, which elsewhere has practically disappeared, has been retained. This vision seemed to have been confirmed by Fascism and the birth of an idea of rural colonization. The model based on the balance between the population and the resources has become part of the history of rural agriculture and reached a unsurpassed significance during the period between the two World Wars. Then the rural world found itself caught up in the global clash between capitalist democracy and totalitarianism (Nazism, Communism). The New Deal in the United States had as its objective citizenship based on the formation of a class of autonomous entrepreneurs. Is it still possible today to bring to life an alliance between agriculture and city dwellers which can satisfy their alimentary needs? By definition can rural colonization be considered as a model of planning which favours both history and the environment? What are the consequences of the process of globalization on territorial development?

Abstract
