Tourism is a very complex phenomenon for transversality of the economic sectors and the heterogeneity of the operators who work inside; for this reason it is difficult to implement public policy. Despite these difficulties, however, in the course of time is gained awareness of the importance that tourism can play in generating income, but also in anticipating new lifestyles. New forms of tourism such as the itinerant tourism, express renewed preference in experiencing new sustainable lifestyles, as well as religious tourism in living a life away from fast impressed by productivity. But statistics have their own spirit that we need to recognize to interpret and analyze them in a correct way; the preamble to the Regulation, together with the documents produced by the European Commission, provides important information to understand the framework. The stated goal is to achieve and increase employment and economic growth creating a sustainable and competitive environment, implementing policies that require a programming and monitoring task. But tourism, that is a multi-level phenomenon, requires a statistical information that need to be transversal and to be integrated at various levels of government. In this context, tourism statistics represent a part of a large strategic information that we need, especially a territorial level. But to implement strategic public policy in tourism sector, we need to improve our knowledge of the area, and administrative records could be a tool to integrated statistical information scoreboard. The accounting data can provide useful information, also to evaluate programming ability of the public authority. Additional information may come from the review of public spending tourism, in particular analyzing the development public spending. In fact both of them, have a high variability inside the sub-sector institutions, but also in the regional trend, and it’s not always coherent with the institutional role of the Regions and with an efficient public policy. Moreover, in terms of the effectiveness of interventions, using data (variations) on development expenditure and arrivals, using a panel model with random effects, we register a rigidity of elasticity coefficient (0.26). But also we find important accounting information, inside the tourism satellite account recently developed by Istat, despite some methodological issues.[...]
